Even if the police report says the at-fault driver had no insurance, is it still worth investigating?

Yes! When auto accidents occur, proof of insurance must be present at the time of the accident in order for it to go on the police report. So even if the at-fault driver has insurance but doesn't have proof of it at the time of the wreck, it will still go on the police report as no insurance.
