Technically, Texas law states that it's legal for persons over the age of 18 to ride in an open bed of a pickup truck. Children under the age of 18 can under certain circumstances, but the truck must be the only family vehicle available. However, just because it's legal doesn't mean it's safe - in fact, it's really not because passengers are unrestrained and unprotected.
